    Prior to the war, Königsberg was part of East Prussia and was under German control. However, after Germany’s defeat in 1945, the region was captured by the Soviet Union. As part of the post-war settlement, the Allies agreed to transfer the area to Soviet control, primarily because of its strategic location and proximity to the Baltic Sea.
